[ニューデリー 29日 ロイター] – インドは欧州連合(EU)に対し、計画されている金属スクラップの輸出規制について、緩和措置を求めていることが業界や政府関係者の話で明らかになった。鉄鋼・アルミニウムメーカーは、規制が供給逼迫やコスト上昇を招き、貿易協定による恩恵が損なわれる恐れがあると警告している。
EUの改正廃棄物輸送規則では、経済協力開発機構(OECD)非加盟国向けの非有害廃棄物の輸出が2027年5月から禁止される。ただ、26年11月までにEUが承認した場合は除外される。
インドの業界幹部はスクラップ規制問題を商工省に提起しており、インド政府は新制度の下でもリサイクル可能な原材料の調達を継続できるよう正式に申請したことが、ロイターが確認した文書で明らかになった。政府関係者は救済措置の一つとして、全面的な禁止ではなく輸出割り当てが設定される可能性があると述べた。
業界推計によると、世界第2位の粗鋼生産国であるインドは、25年にEUから約36万6000トンのアルミスクラップを輸入し、26年第1・四半期にはEUにとって最大の買い手となった。
インド・マテリアル・リサイクル協会は「資源ナショナリズム」の高まりがアルミ、銅、その他リサイクル金属の供給を混乱させ、調達コストを押し上げ、輸入国間の競争を激化させる恐れがあると警告した。
