［アヤナパ（キプロス） ２３日 ロイター］ – 欧州連合（ＥＵ）は２３日、ウクライナに対する９００億ユーロ（約１０５０億ドル）の融資実施のほか、ウクライナに侵攻するロシアに対する新たな制裁措置を正式に承認した。
ＥＵはキプロスで２４日まで開く非公式首脳会議を前にウクライナ融資とロシア制裁を正式に承認。同会議にはウクライナのゼレンスキー大統領も出席する。
欧州委員会のフォンデアライエン委員長は「われわれは良い知らせを携えてキプロスに向かっている」とし、「ウクライナが自国を防衛できるよう支援すると同時に、ロシアの戦時経済に圧力をかける」と述べた。
ウクライナに対する融資実施にはハンガリーが反対していたが、ウクライナ経由でロシア産原油を東欧に送る「ドルジバ・パイプライン」を通した原油輸送が再開されたことを受け、ハンガリーは融資実施に賛同。ＥＵは２２日にブリュッセルで開いた大使級会合で融資を承認していた。
承認された融資は、ウクライナの向こう２年間の資金需要の約３分の２に相当。ＥＵの融資が６月までに実施されなければウクライナは資金不足に陥り、公共サービスの大幅な削減などを余儀なくされる恐れがあった。
