[ワシントン １５日 ロイター] – 米当局者は１５日、ウクライナがロシアとの和平合意案の下、北大西洋条約機構（ＮＡＴＯ）の集団防衛を定める北大西洋条約第５条をモデルにした安全の保証を受ける可能性があると記者団に述べた。
米当局者２人はベルリンでの２日間の協議で話し合われたこの案を「第５条のような」内容と表現し、ウクライナの安全保障に対する強い関与を示唆した。
トランプ米大統領はホワイトハウスで記者団に対し、ベルリンでの協議後にウクライナのゼレンスキー大統領やＮＡＴＯ、ドイツ、イタリア、フランス、英国などの首脳らと話したとし、合意が近い可能性があると楽観的な見方を示した。
合意の実現に取り組んでいるとし、「ロシアのプーチン大統領と何度も会話を重ねてきた。そして今、これまでになく（合意に）近づいていると思う。何ができるか見ていこう」と述べた。
トランプ氏が早期の紛争終結を迫る中、米当局者は安全保証のオファーは無期限ではないと述べた。
当局者の１人は「これらの保証は永遠にテーブルの上にあるわけではない。良い形で結論が出れば、今はテーブルの上にある」と述べた。
米国がウクライナにどこまで安全の保証を提供するかは不明だ。米当局者によれば、小規模な衝突が大きな紛争に発展するのを防ぐための厳重な監視や衝突回避策などが含まれるという。
