2011年3月11日の巨大津波から岩手県普代村を守った大田名部防潮堤（高さ15.5m）と普代水門（高さ15.5m）の様子です。
建設する前は「巨大過ぎる」との反対意見も多かったようですが村長の「3度目の津波の悲劇は起こさせない」との強い決意で住民を動かし建設されました。
明治三陸津波、昭和三陸津波では普代村は甚大過ぎる被害を受けましたが2011年3月11日の巨大津波では多少の越水はあったものの津波による被害は最小限に抑えられました。大津波が想定される全ての場所にこのような堤防や水門を造る事は難しい事ですが今後の津波防災を考える上で普代村の例は参考になると思います。

Before the construction, the villagers seemed to have had many oppositions, saying that it was “too large,” but the villagers’ strong determination to “do not let the past tsunami tragedy happen again” prompted the residents to move to the construction.
In the past huge tsunami that occurred once every several decades, Fudai Village suffered enormous tsunami damage. However, the massive tsunami on March 11, 2011, minimized the damage caused by the tsunami. It is difficult to build such a building in every place where a huge tsunami is expected. However, I think it will be helpful in considering future tsunami disaster prevention.

赤い鳥居⛩の高さまで嵩上げしてるのは、当時⛩下まで水域が上がった可能性がある。
震災時、耳にしたのが、沿岸部のお寺さんには「水下神社」など当時の津波被害を忘れないようにと祠を祀ったそうです。
でも時が経つと人は忘れてしまう。村長さんも当時、明治以前の災害を忘れてしまっている事に危機管理を抱いて
竣工されたと思います。当然、この時代の揶揄する声に耐え難き想いがあったでしょう。
でもその勇気と忍耐が、報われましたね。昔の話だから・・・ではなく、親の忠告と冷酒は後から効くを胸に
『備えあれば憂いなし』先人の残す言葉は今も大事にしたいですね。
こんな人々を救う水門ならなんぼ税金を使っても構わないから作って欲しいね。
町や市の発展名目で商業施設やレジャー施設建設に費やすより防波堤建設したら命を救える可能性が上がる。それこそ本当の防災です。ここは胸を張って良い。素晴らしいと思う。
後々役に立つことがあるとは、後先のことは分かりませんね。やはりいつ来るか分からなくともその時のために備えるというのは大切なことなんだなと。
津波当時の映像、見たかったな（好奇心）
なんか昔の人が村とか子供達とかの未来のために、波の高さまで考えた上でこれを作ったって事が凄くないですか？
その時には絶対わからない事だし、そんな先を見据えてこれを作った事がすごいすぎる。
他の地域では防災センターとゆう名前だけで実際は防災区域に入らない地域に建物を建てて、そこで防災訓練してたせいで何百人の方がそこへ当日も避難したせいで亡くなった。せっかく事前に避難して本来助かる命がそこにいたせいで亡くなった。いつでも万が一を考えて先を見据えて動いていく事が本当に大事ですね。
震災後暫くして、何かの番組でこの防潮堤が話題になり、
当時の村長さんは他の地域にも防潮堤を提案したそうですが、
受け入れてもらえなかったと聞きました。
今から2年程前に震災後の津波被災地の様子をメディアが特集で取材してたけど、
日本を含め世界各国からの義援金の一部がこの防潮堤を見本に、
津波被害に遭った地域に国が防潮堤を建設してる画像がほんの少しだけ映し出されてた。
取材陣は「防潮堤をどう思いますか？」や「海が見れませんがどう思いますか？」等の質問をしてて、
住民も「海を見て育ったので、海が見れないのは凄く寂しい」と言っていたのを、凄く印象が強くて覚えています。
当時のこの村の住民の方達も、そのように思って反対したんでしょうね。
せやけど、当時の村長さんは景観より住民の命を守る為に尽力されたんでしょう。

この防潮堤の高さは１５，５ｍになります。
私にはこの表現がどうもしっくりきません。なります、じゃなくて【です】ではいけないのかな。
最近引っかかることが多くて端→ハジ。箸をハジと言ったら笑われるだろうに。
追い越すを抜かす？？？これは真逆のことを言ってるのに。。。
どんなときでも危機意識をもつべきですね。

こんなことが起きたらと予測して先に備えておく、昔も今もその気持ちが大事なことなんだなと再認識させられました。
自分自身、家族のことを守れるように常に危機意識をもつようにしています。

避難先が移動になったら、何か張り紙でも残して移動してねと普段から声かけを心掛けてます。

It’s so wonderful to see a coastal village that is still intact after the tsunami. It’s almost like a time capsule to be honest. I’m surprised that they don’t get more visitors considering how famous their sea wall and village have become. I hope the former Mayor (God rest his soul) and his family are very proud of his legacy! From what I'm able to gather; even the walls had minor overflowing at the tops but the drainage system was able to handle the volume of water that did make it past. Is it true that those people who doubted the mayor visited his grave to apologize and give thanks to him for saving the village?
1980年代後半に写真雑誌フォーカスで報道された記事を見たことがあります。当時も村の人達が「無駄だ」等とインタビューに答えていたのを覚えています。村長の先見性が素晴らしい。そして鉄の意志が素晴らしい。
Makes one wonder how Tepco can claim they could not have anticipated a tsunami high enough to endanger power plants on the coast. Meanwhile this mayor not only understood the true tsunami threat, but he followed through with a plan of prevention that saved many lives.

恐らく環境破壊・自然破壊、景観の悪化、予算の面で反対も多かったと思いますが、海辺で営む人々の命や財産は優先されるべきだと思います。

津波関連の動画はかなりまめに見ていたのに、いまのいままでこんなすごい防潮堤のことを知らずにいました。なぜもっと大々的にニュースにならなかったんだろう……。（引用）そんな内外の反対を押し戻して、15・5メートルを強く主張したのが故和村幸得（わむらこうとく）氏だったという。昭和22年に初当選以来、連続10期、昭和62年までの長きにわたって普代村の村長を務めた人物だ。
