I am not a furry, so I assume the reason why was me not playing this game as a kid.
While you draw some good conclusions and I am guilty on falling into that realm if you will, her early design was also given an indigenous tribe like design but maybe Nintendo went off board on that and her command design looks way off on how the Assault Version looked.

She is one of the primary reasons why kids born between 1989 to 1999 have what is called a Fur Pass. It's a pass that allows us to crank our bananas to furry stuff and not be considered a furry. This pass is revoked if one was to go full furry
