This is the 'Yoisa' festival right? What exactly is 'Yoisa'? Or at least after I tried to find what this was, I saw something about a 'Yoisa' summer festival. And it sounds like they are saying,"Yoisa!". And from what I understand, other cities or towns have their own summer festivals right? But this one is in Kamaishi?
