日光国立公園の北端部をなす高原で、甲子山(1549m)東麓の甲子温泉・新甲子温泉(西郷村)一帯にあたります。
福島県中通り地方の母なる川というべき阿武隈川の源流地帯。深い原生林と随所に刻み出された渓谷があいまってつくりだす新緑や紅葉の景観美が見どころです。
江戸時代後期の白河藩主で隠退後は楽翁と号した松平定信もその自然を愛賞し、勝花亭・楽翁渓などの名所を残しています。国立那須甲子少年自然の家などのほかゴルフ場や別荘地・行楽施設など観光開発も進んでおり、栃木県道・福島県道290号那須甲子線で結ばれた南の那須地域(栃木県那須町)と合わせて、変化に豊んだ楽しみと景観を提供しています。
