北アルプスの秘境「北ノ俣岳」に崩壊の危機。
「行政×民間」のハイブリッドチームで挑む、登山道再生プロジェクト。

本プロジェクトの事務局を務める「やまのむらトレイルネット」の麻生貴秀です。
私は普段、行政の立場で地域の振興や保全に携わっています。
その現場から、皆様に正直な実状をお伝えしなければなりません。
現在、北アルプスの秘境「北ノ俣岳」の登山道は、深刻な老朽化と洗掘により、危機的な状況にあります。行政としても予算確保に努めていますが、広大な山岳エリアをすべてカバーするには、予算も、そして何より「時間」が足りないのが現実です。
「予算がつくのを数年待つ間に、道がなくなってしまう」 この課題を解決するために、私たちは山之村一帯の自然を愛する方々で民間の受け皿「やまのむらトレイルネット」を立ち上げました。
パタゴニア視察で見えた「世界基準」
なぜ、今クラウドファンディングなのか。
その答えは、南米パタゴニアにありました。昨年、私は現地のトレイルを実際に歩く機会を得ました。そこで目にしたのは、フィッツロイやトーレス・デル・パイネといった絶景だけでなく、「持続可能な管理システム」の完成度の高さです。
・徹底した自然保護（ルールの厳格化）
・民間ガイドや地域住民による、誇りを持った維持管理
・それらを支える、世界中のハイカーからの支援と敬意
これに比べ、私たちの北ノ俣岳はどうでしょうか。 景色は世界に引けを取りません。
しかし、それを「守る仕組み」が圧倒的に不足しています。
「世界基準の仕組みを、飛騨にも導入したい」
それが、私がこのプロジェクトの実務を担当する理由です。
▼行政ができないことを、民間でやる
今回のプロジェクトは、行政の限界を民間の力で突破する試みです。
これを「官民連携」の新しいモデルケースにしたいと考えています。
・行政（公助）の役割：
関係省庁との許認可調整、大規模な安全対策、信頼性の担保。ここは私が責任を持って進めます。
・民間（共助）の役割：
予算年度に縛られないスピード感のある修繕、そして皆様からの資金的支援。この両輪が回らなければ、北ノ俣の自然を次世代に残すことはできません。
▼3つの実行計画
皆様からお預かりした300万円は、以下の活動に充てさせていただきます。
①【緊急修繕】崩壊箇所のスピード補修 行政予算の空白地帯となっている危険箇所を、民間の機動力で即座に修繕します。
②【環境保全】パタゴニアに学ぶ「守り」の実装 田部井淳子さんゆかりの「天蓋山」や「深洞湿原」において、単なる補修だけでなく、継続的なモニタリング（監視・記録）体制を構築します。
③【人材育成】共に汗を流す「チーム」作り 資金だけでなく、実際に資材運搬や整備に関わるボランティアスタッフを育成し、「登る人」が「守る人」になる循環を作ります。
※本プロジェクトは、関係各所（森林管理署、環境省、地権者等）より許可を得て実施する、地域ぐるみの公認プロジェクトです。目標金額：300万円 いただいたご支援は、資材購入費や専門技術が必要な工事費、ボランティア活動を支える運営費として、大切に活用させていただきます。
本プロジェクトは、北ノ俣登山道（管轄森林管理署および環境省）、天蓋山（地権者）、深洞湿原（国有林）の各関係機関より、登山道の維持・修繕および名称掲載に関する許諾を取得しております。

Creating a Sustainable System to “Protect Together” the Hiking Trails of the Northern Japan Alps!
▼ Introduction
Thank you for visiting our page. My name is Toyohiko Kato, representative of “Yamanomura Trail Net.”We are an organization established in November 2025, based in the Yamanomura (Morimo region) of Hida City, Gifu Prefecture. Our mission is to protect the panoramic viewpoints of the Northern Japan Alps: Mt. Tengai, Mt. Kitano-mata, and the Fukado Wetlands.
“Why is a new organization necessary?” The reality is that the government alone cannot fully protect this vast mountainous environment.We are not just a nature lover’s club. We were formed to provide the “detailed conservation” that is difficult for government administration to reach, supplementing their efforts with private-sector mobility and a “circle of people.” Our goal is to create a new model of public-private collaboration (combining government aid with mutual community support).
We have decided to challenge ourselves with this crowdfunding campaign to provide the detailed maintenance that the government cannot cover alone, and to expand the circle of people who love this natural environment.
▼ Background of the Project:
“Hope” and “Challenges” Seen in Demonstration ExperimentsThe Yamanomura district of Hida City boasts overwhelming mountainous scenery, but the “trails” at its foundation are screaming for help due to collapse and erosion caused by aging.The turning point was the “Mt. Kitano-mata Trail Repair Volunteer” event hosted by Hida City last September. This activity confronted us with two important facts:
1. Overwhelming passion to “Protect” (Hope):
The event reached capacity as soon as recruitment began, and over 90% of participants said they “wanted to participate again.” Many hikers were wishing for a chance to “protect the mountains with their own hands.”
2. The limits of government-led initiatives (Challenge):
On the other hand, it became clear that the traditional style, where city staff handled all preparation and transport of materials and food, placed too heavy a burden on them to be sustainable. “We can’t move without a budget,” “We don’t have enough manpower”… these were the administrative walls.”
If the administration can’t continue, we will become the receptacle.” With this determination, local residents and volunteers stood up. This project is about taking over the operational practicalities that were burdening the government and rebuilding them into a sustainable form.
▼ Project ContentThis crowdfunding campaign is not just about collecting repair funds. It is a challenge to build a new social system where “citizens take the lead in protecting public assets.”
The Three Pillars of the Project:
① [REPAIR] Eliminating Dangerous Spots (Supplementing Public Aid)
We will repair the hiking trails, wooden boardwalks, and emergency huts of Mt. Kitano-mata and Mt. Tengai. Using your support (mutual aid), we will speedily repair areas inaccessible to government budgets, ensuring the safety of hikers.
② [CONSERVATION] Maintaining the Natural Environment (Investing in the Future)
Through nature observation in the Fukado Wetlands and forests, we will record and monitor the current status, passing valuable ecosystems on to the next generation.
③ [CULTIVATION] Training “Guardians” (Sustainability)
Based on the challenges identified last year, we will establish a “cooperative volunteer” system where participants also share the burden of transporting materials. Through nature experience tours and environmental education, we aim to increase the number of people who not only climb but also “protect,” leading to regional revitalization.
▼ Use of Funds & PermissionsGoal Amount:
3,000,000 JPYThe generous support received from everyone will be carefully used for material purchase costs, construction costs requiring specialized technology, and operating costs to support volunteer activities.
This is an official community-wide project implemented with permission from relevant authorities (Forestry Agency, Ministry of the Environment, landowners, etc.). Specifically, we have obtained permission regarding trail maintenance/repair and name usage from the respective organizations managing the Mt. Kitano-mata trail (Forestry Agency and Ministry of the Environment), Mt. Tengai (landowners), and Fukado Wetlands (national forest).
▼ In Conclusion:Connecting the Path to the Summit to the Future
Our activities do not end with just fixing broken paths.Instead of leaving it entirely to the government, we, the users, will sweat and support each other. We want to create a “new normal” from here in Yamanomura, Hida:
