[ブリュッセル １７日 ロイター] – 欧州連合（ＥＵ）の欧州委員会は１７日、発展が遅れている証券化市場を活性化して企業の資金調達を促進するため、証券化に関する規則の緩和を提案した。
欧州委は中国および米国に対する企業の競争力向上を狙い、資本市場の改革を推進しており、証券化規則の緩和はその一環。２００７年のサププライムローン危機後に厳格化した規則を一部撤回する形となる。
提案では、銀行が必要な条件を全て整えて証券を組成した場合、投資家サイドによるダブルチェックの義務を撤廃する。また書類手続きを減らすとともに、公共法人の場合に比べ、民間企業の証券化に課す情報開示義務を軽減する。
ただ欧州委は、規則緩和によって企業の資金調達額がどの程度増えるかの試算は行っていない。ある高官は「予想は不可能だ」と述べた。
また欧州では中小企業を中心に、資金調達を株式発行ではなくデットファイナンス（負債による資金調達）に頼り過ぎている問題が指摘されているが、提案はこの点への対処は示していない。
提案を実施に移すにはＥＵ諸国と欧州議会の合意が必要になる。
