[ブリュッセル １６日 ロイター] – 欧州連合（ＥＵ）欧州委員会がウクライナによるＥＵへの早期加盟を実現するため、当初は加盟国としての権限を一部に限定するという移行期間を設ける案を検討していると、ＥＵ当局者が明らかにした。検討は初期段階にあり、加盟各国の理解を得るため、過去の新規加盟の際に設けた制限措置と比べ、そうした範囲をより広げたものを検討しているという。
ウクライナがロシアとの戦闘終結後の安全の保証の一環として、ＥＵ加盟を求めていることを踏まえた。当局者らによると、米国、ウクライナ、ＥＵ間で協議されたロシアとの２０項目の和平案では、戦闘終結後の経済復興につなげるための措置として、ウクライナの２０２７年のＥＵ加盟が盛り込まれた。ただ、多くのＥＵ加盟国は、２７年の加盟実現は現実的ではないとみている。加盟には国内法をＥＵ基準に適合させることが求められるほか、２７の加盟国の議会を含めた承認が必要となるためだ。
ＥＵ当局による検討案では、従来の手続きを逆転させるような方策が考えられている。当局者の一人は、ウクライナなどの加盟候補国がＥＵに速やかに加盟した後、本来必要な加盟基準達成に向けた進捗度合いに応じて段階的に投票権を得る仕組みが想定されているとした。ただ、その場合でも、ＥＵ加盟国の政府と議会による承認が必要となる。
当局者らによると、限定的な形でもＥＵに加盟することで、完全加盟のために必要な改革を実施する安定性を確立しやすくなると見込まれるという。ある外交官は、ＥＵの安全保障上の利益にもつながると指摘した上で「ウクライナを速やかにＥＵに組み込む創造的な方策を探る必要がある」と説明した。
２２年２月からロシアによる全面侵攻を受けるウクライナは、同年６月にＥＵの加盟候補国となり、２３年終盤に協議が開始されている。
ポーランドがＥＵ加盟を果たすまでに１０年かかるなど、加盟プロセスには通常、長い時間を必要とする。ただ、域内での就労権を得るまでに移行期間が設けられるなど、当初から完全な権限を持たずに加盟した例も多い。
