[ブリュッセル １９日 ロイター] – 欧州連合（ＥＵ）首脳は１９日、ウクライナの対ロシア防衛資金として、凍結されたロシア資産を利用するのではなく、現金を借り入れることを決定した。
ＥＵのコスタ大統領は同日早朝、会見で「本日、ウクライナに９００億ユーロを供与する決定を承認した」とし「緊急措置として、ＥＵ予算を担保とした融資を実施する」と述べた。
これに先立ち、コスタ氏はソーシャルメディアに「われわれは合意した。２０２６─２７年にウクライナに９００億ユーロ（１０５５億３０００万ドル）を支援する決定が承認された」と投稿。
ロイターが確認した首脳会議の結論文案では、ＥＵ予算を担保にした資本市場からの借り入れによるとされている。合意はウクライナへの資金拠出を望まないハンガリー、スロバキア、チェコの財政義務には影響しないとしている。
ＥＵ首脳は、欧州委員会に対し、凍結されたロシア中央銀行の資産に基づくウクライナ向けの賠償融資に引き続き取り組むよう求めた。ただ、この案は、凍結資産の大半を保管するベルギーが反対しており、現時点では実行不可能との結論に至った。
同文書によると、共同借り入れに基づくウクライナへの融資は、ウクライナがロシアから戦争賠償金を受け取ってから返済される。それまでロシア資産は凍結されたままであり、ＥＵはそれを融資返済に充てる権利を留保する。
ロシア資産を利用する際の最大の難関は、凍結資産の大半を保有するベルギーにロシアの潜在的報復による財政的・法的リスクに対する十分な保証を提供することだった。
共同借入は全会一致を必要とするため困難だった。ロシアと友好的なハンガリーは、ロシア資産利用に反対したように、共同借入にも反対すると述べていた。
しかし、ハンガリー、スロバキア、チェコは、自国に財政的影響が及ばないことを条件に、この計画を容認した。
ドイツのメルツ首相は、ＥＵ首脳が全会一致で、ウクライナに９００億ユーロの無利子融資を行うことを決定したと発表。「これはウクライナにとって良い知らせであり、ロシアにとっては悪い知らせだ。それがわれわれの狙いだった」と述べた。
ベルギーのデウェーフェル首相は会見で「賠償融資については疑問点があまりに多く、プランＢに移らざるを得なかった。理性が勝ったのだ」とし「ＥＵは混乱と分裂を回避し、結束を維持した」と述べた。
ＥＵのある外交官は「ウクライナが２年間資金を確保できるという意味では良いことだ」と述べた。
別の外交官は「少なくとも凍結資産の利用を推進してきた人々の面目を保つことになった」と語った。
