[２６日 ロイター] – 米国が提示した２８項目のウクライナ和平案が先週公表されたが、この案はロシアが作成した文書を基にしていたことが、事情に詳しい３人の関係者の話で明らかになった。
ロシア側は、トランプ米大統領とウクライナのゼレンスキー大統領がワシントンで会談した後、１０月中旬にこの文書を米政府高官と共有。関係者によると、同文書は戦争終結に向けたロシアの条件を示したもので、外交上「ノンペーパー」と呼ばれる非公式文書だった。
文書には、ロシア政府がこれまで交渉の場で提示してきた文言が含まれ、ウクライナが拒んできた東部の大規模な領土割譲などの要求も記載されていた。
ルビオ国務長官を含む一部の米政府高官は、ウクライナがロシア側の要求を即座に拒否すると考えていた。ルビオ長官はロシアのラブロフ外相と電話会談し、この文書について議論したという。
米国の当局者や議会関係者の間では懐疑論が強まり、和平案はロシアの主張を列挙しただけとの見方が多かったが、米国はウクライナに対し、署名しない場合は軍事支援を制限する可能性があると圧力をかけた。
ＡＢＣニュースによると、その後、和平案は大幅に変更され、米国とウクライナの高官協議を経て、２８項目のうち９項目が削除された。
超党派の米上院議員団は２２日、ルビオ長官から、２８項目案は米国案ではなくロシアの要望書だと説明を受けたと述べたが、ホワイトハウスと国務省は上院議員団の主張を否定している。
その後、ルビオ氏を含む米上級代表団がジュネーブで欧州・ウクライナの当局者と会談し、和平案の中で特に親ロシア的だった部分を一部、削除もしくは修正することに同意した。
ウクライナ政府当局者は２５日、和平案を巡る米国との協議を受け、ウクライナは和平案の枠組みを原則的に支持していると明らかにした。ただ、和平案の最も繊細な部分については、ゼレンスキー大統領とトランプ大統領が引き続き協議を進めていくとした。 もっと見る
