［コペンハーゲン １日 ロイター］ – 欧州各国首脳は１日、西側諸国が凍結しているロシア資産１４００億ユーロをウクライナへの融資に活用する案について全般的な支持を表明した。一方、同融資の法的側面をまず明確にする必要があるとの見解を示した。
デンマークのフレデリクセン首相は、コペンハーゲンで開催される欧州連合（ＥＵ）首脳会議に向かう途中、「凍結資産を活用するという考え自体は良い考えだと思う」とした上で、「当然、検討すべき法的問題はある」との認識を示した。
欧州委員会のフォンデアライエン委員長は記者団に対し、「欧州委が融資を実現するための法的に健全な方法を見つけたと確信している」とし、その上で「われわれはロシアへの圧力を強化しなければならない」との考えを改めて示した。
欧州委は凍結されているロシア資産の現金残高を２０２６─２７年にウクライナの資金調達を支援するために使用する案を提案している。ウクライナは戦争で生じた損害に対する賠償をロシアから受け取った場合に限り、この融資を返済する。
一方、欧州におけるロシア資産の大半を保管しているベルギーは、同計画に同意する前に、ロシア資産を突然返還しなければならなくなった場合、ロシアとの対応を一国のみで担うことがないよう、ＥＵの強力な保証が必要だと主張した。
こうした中、ロシアは凍結資産をウクライナへの融資に充てる案は「純粋な窃盗」だと非難している。
