新たな手数料は２１日に施行する。ラトニック商務長官は１９日、この手数料を毎年徴収することになると述べたが、詳細をまだ検討中としていた。
レビット報道官は２０日のＸへの投稿で「これは年間の費用ではない。申請のみに適用される１回限りの手数料だ」と述べた。また、現在国外にいる同ビザ保持者が米国に再入国する際に１０万ドルを請求されることはないと述べた。
ホワイトハウスが２０日に公表したファクト・シートは、「国益にかなう場合」は１０万ドルの手数料が必要なくなることもあるとしている。
また、労働省と国土安全保障省に対し、検証、執行、監査、罰則に関する共同ガイダンスの策定を指示した。
大統領令を受けて米ハイテク企業を中心に対応に追われた。ロイターが調査した社内メールによると、マイクロソフト(MSFT.O), opens new tab、JPモルガン(JPM.N), opens new tab 、アマゾン(AMZN.O), opens new tabなどが、同ビザを保有する従業員に米国に留まるよう勧告した。ゴールドマン・サックス(GS.N), opens new tabは海外渡航に注意するよう促した。
インドのＩＴ（情報技術）業界団体Ｎａｓｓｃｏｍは２０日、大統領令は、熟練した専門家を米国に派遣しているインドのテクノロジー・サービス企業の国際事業を混乱させる可能性があると指摘した。
