[サンフランシスコ／ワシントン １９日 ロイター] – トランプ米大統領は１９日、高度な技能を有する外国人技術者向け就労ビザ「Ｈ－１Ｂ」の取得について、雇用主の企業に年１０万ドルの手数料を課す大統領令に署名した。インドや中国からの技術者を多く受け入れている米ハイテク業界に大きな打撃を与える可能性がある。
トランプ氏は１月の大統領就任以来、移民取り締まりを強化しており、臨時雇用見直しの一環でＨ－１Ｂビザ制度の再編は注目を集めていた。大統領令は、同制度の下、一部の雇用主が賃金を抑制することで米国人労働者に不利な影響を与えていると指摘している。
方針発表後、マイクロソフト(MSFT.O), opens new tabとＪＰモルガン(JPM.N), opens new tabは、同ビザを保有する従業員に対し米国内にとどまるよう指示し、国外にいるビザ保持者には新たな料金体系が施行される２０日（現地時間）深夜までに帰国するよう求めた。ロイターが内部メールを確認した。米国内では企業がこの制度を悪用しているとの批判がある一方、電気自動車（ＥＶ）大手テスラ(TSLA.O), opens new tabのイーロン・マスク最高経営責任者（ＣＥＯ）らは企業の競争力を維持するために必要な高度技術者を呼び込むものだと支持している。マスク氏自身も南アフリカ生まれの帰化米国人で、Ｈ－１Ｂビザを取得している。
米国で働く外国人科学・技術・工学・数学（ＳＴＥＭ）労働者の数は、２０００年から１９年の間に２倍以上の約２５０万人に達した。政府のデータによると、昨年Ｈ１－１Ｂビザを最も多く取得したのはインドで全体の７１％を占めた。中国は１１．７％で続いた。
