2025年7月30日、ドイツ学術機関連盟（Allianz der Wissenschaftsorganisationen）が学術出版の発展に向けた新たな戦略として、“Strategie der Allianz für die Weiterentwicklung des wissenschaftlichen Publikationswesens 2026-2030”を発表しました。
同連盟のオープンアクセス（OA）に関する戦略“Open-Access-Strategie der Allianz 2021-2025”の内容を更新したものとあります。戦略では、特に重点を置く四領域として、変化の激しい学術出版の分野における動向を評価し適切な働きかけを行うこと、（特にDEALコンソーシアムにおける）更なる交渉に向けた準備を進めること等が挙げられています。
