[ワシントン １日 ロイター] – 北大西洋条約機構（ＮＡＴＯ）加盟国の資金で米国製の武器をウクライナに提供する新たな方法を導入する具体的な取り組みが関係各国の協力で進んでいる。事情に詳しい３人の関係者が明らかにした。
トランプ米大統領は先月、欧州の同盟国が代金を負担する形で米国がウクライナに武器を提供すると発言したが、詳しいやり方には言及しなかった。
しかし関係者の話では、ＮＡＴＯ加盟国とウクライナ、米国が協力し、ウクライナが「優先要求リスト」に基づいて米国製武器を入手できる方法を現在策定中だ。ウクライナは１回当たり約５億ドル相当の規模で優先的に必要とする武器を選び、ＮＡＴＯ諸国がルッテ事務総長の調整を経てそれぞれ供与ないし購入する武器を協議するとされる。
ある欧州の高官は、こうした方法を通じてＮＡＴＯはウクライナに１００億ドル相当の武器を提供したい考えだと説明した。ただ提供時期については明示されていない。
米政府高官の１人は、ＮＡＴＯの加盟国がウクライナに手持ちの米国製武器の供与を決めた場合、この方法ならば手放した武器を補充するための米国内の煩雑な武器売却手続きを実質的に回避できるとの見方を示した。
別の関係者によると、もっと単純にＮＡＴＯ加盟国が米国に代金を払って武器を購入し、ウクライナに直接送るという手もある。
米共和党が提出した「欧州における武力紛争の拡大防止法（ＰＥＡＣＥ法）」には、同盟諸国が米財務省設置の基金の口座に資金を預託し、これらの国がウクライナに供与した武器の補充に使う仕組みも盛り込まれている。
