ＥＵが2兆ユーロの次期7カ年予算案提示、防衛と競争力向上を重視

［ブリュッセル　１６日　ロイター］ – 欧州連合（ＥＵ）欧州委員会は１６日、２０２８－３４年の予算総額として２兆ユーロ（２兆３１００億ドル）を提示するとともに、従来の農業や地域開発向け支出を全面的に見直して経済競争力向上と防衛を新たに重視する方針を示した。

フォンデアライエン欧州委員長は記者団に「これは欧州の野心に合致し、欧州の課題に向き合い、われわれの独立性を強化する予算だ。予算規模は大きくなり、より賢く、切れ味を増している。欧州の市民、企業、パートナー、そして未来のために成果をもたらす」と強調した。

欧州委の説明によると、この予算規模は加盟２７カ国の合計国民総所得（ＧＮＩ）の１．２６％相当で、現行の２０－２７年予算の１．１３％を上回る。

欧州の防衛産業の基盤拡充や技術革新の土台整備、クリーンエネルギーへの移行支援などに注力する欧州競争力基金へ新たに４５１０億ユーロが振り向けられるほか、防衛・宇宙分野には個別に１３１０億ユーロと現行予算の５倍が支出される。

予算の大半は加盟各国が拠出するが、欧州委は域内の事業活動で純売上高が１億ユーロを超える企業への新たな課税導入など独自の財源拡大も提案している。

また予算とは別枠でウクライナ支援向けに１０００億ユーロを用意する案を盛り込んだ。

今後全加盟国と欧州議会の承認を得るための数年にわたる協議が続く見通し。

ただハンガリーのオルバン首相はこの予算案についてＸ（旧ツイッター）への投稿で「グローバリストの官僚たち」が「欧州の資金をウクライナに投入する」策略を練っていると批判。予算案は不公正であるばかりか、交渉にさえ値しないと一蹴した。
