［ハーグ ２５日 ロイター］ – 北大西洋条約機構（ＮＡＴＯ）は２５日、オランダのハーグで開いた首脳会議で、２０３５年までに加盟各国の防衛支出を国内総生産（ＧＤＰ）比５％に引き上げる目標を承認した。集団防衛に対するコミットメントも再確認した。
防衛費増額はトランプ米大統領の要求に対応すると同時に、２２年のロシアによるウクライナ全面侵攻開始以降、安全保障に対する脅威が増大している欧州諸国の懸念にも対応する。
ＮＡＴＯのルッテ事務総長は、ＮＡＴＯは一段と強固で公平な同盟として発展すると表明。「ロシアの脅威や、国際安全保障情勢を踏まえ、代替案はないというのが会議に参加したわれわれの絶対的な確信だ」と述べた。
また、加盟国に防衛費増額で合意させたトランプ米大統領は「称賛に値する」とした。
トランプ氏は記者会見で、目標引き上げについて「大きな勝利だ」とし、追加支出が米国製軍事装備品に費やされることを期待すると述べた。
ＮＡＴＯ加盟３２カ国は５項目から成る共同声明を発表。全ての加盟国が防衛支出を引き上げる目標を明文化した声明を支持した。ただ、スペインはこの目標を達成する必要はなく、はるかに少ない支出で自国の義務を果たすことができると表明した。

共同声明は、加盟国の集団防衛を定めたＮＡＴＯ条約第５条に対する「揺るぎないコミットメントを再確認する」とも表明した。
トランプ大統領は同条項に対する支持を表明。「私は支持するからこそここにいる。もし支持しなければ、ここには来ていない」と述べた。
トランプ氏は前日、ＮＡＴＯ条約第５条について、基盤となる部分には「多数の」解釈があるとの考えを示唆し、ＮＡＴＯのパートナー諸国を防衛するという米国のコミットメントに疑問を呈していた。
ＧＤＰ比５％の新たな支出目標は現行の２％目標から年間数千億ドル相当の増額となる。各国は部隊や兵器など中核的な防衛費として同３．５％、サイバーセキュリティーやパイプラインの保護、大型軍用車両に対応できる道路や橋梁の改修といった幅広い防衛関連費用として同１．５％を支出することで合意した。
多くの欧州諸国で財政が逼迫する中、防衛費増額は大きな負担となりそうだ。
