[ブリュッセル ４日 ロイター] – 欧州の１７カ国が４日、欧州連合（ＥＵ）欧州委員会に書簡を送り、不法移民の本国送還に関する規則の厳格化を要請した。
書簡に署名したのはドイツやフランス、イタリアを含めたＥＵ加盟１４カ国と、ＥＵ非加盟だが互いの国民の入国審査を免除する「シェンゲン協定」に加わっているノルウェー、スイス、リヒテンシュタインの３カ国。
ある署名国の外交官は「１７カ国が合意している重要なメッセージは、送還対象者に協力をもっと明確に義務づけ、欧州司法裁判所による解釈の余地を小さくする今よりも厳しいＥＵの送還制度が必要だと欧州委にはっきり示すことだ」と述べ、現在の規則は選挙を経た各国の政権ではなく、裁判官の裁量に任される部分が大き過ぎると付け加えた。
１７─１８日に開かれるＥＵ首脳会議でも移民対策は議題になる公算が大きい。来年９月に連邦議会選挙を控えたドイツは先月、国境管理を一時的に強化し、フランスのバルニエ首相も同様の措置を検討すると語っている。
今回の書簡で１７カ国は、各国が国家安全保障上の脅威とみなす不法移民の拘束を可能とすることを明示した新法を欧州委が提案するべきだと提言した。この新法は２０１８年以降議論が続いているが、まだ承認されていない。
また１７カ国は、全ての国が移民管理で同じソフトウエアが使えるようにデジタル規格を統一することや、欧州委が送還対象者に当局への協力を義務化することを提案することなどを主張した。
