[ブリュッセル １１日 ロイター] – 欧州連合（ＥＵ）各国財務相は１１日の会合で、欧州委員会が提案した防衛費増額を可能にする財政ルールの緩和措置を支持する姿勢を示した。
ＥＵの規定では、加盟国が財政赤字を国内総生産（ＧＤＰ）の３％以内に抑えることが義務付けられている。欧州委は、各国が今後４年間、ＧＤＰの１．５％相当の防衛費増額に動いてもこのルールに沿って赤字是正手続きを発動するのを免除する措置を提案した。
こうしたルール緩和は、緊急時に認められている各国への「免責条項」を共同で適用するという対応を通じて可能になるという。
議長国ポーランドのドマンスキ財務相は「全ての国に免責条項を適用することについて幅広い支持があった」と説明。その上で防衛費調達に関する追加的な議論は次回４月の財務相会合で行われると付け加えた。
欧州委によると、ＧＤＰの１．５％の防衛費増額により、向こう４年間で６５００億ユーロを捻出できる。
今回の財務相会合は、防衛支出の定義を広げることにも合意し、従来含まれなかった兵士の賃金や戦車が利用する道路の整備などの費用が加えられた。
