Seems like fish and wildlife, park ranger's/maintenance are not doing their real jobs when it comes to dead wildlife. My first time in Sacramento i was taken to the nearby park. The water was nasty, slimy and dead birds and rats in and around the water. 3 years later when I went back, and it was the same way.
