I may be the first to say this, but lots of the scenes afterwards aren't the same as the final, possibly being made specifically for the PV, or maybe from a pitch pilot of some sort? As they are familiar scenes like the headbanging, but in completely different outfits from different angles not in the show. When Sakura gets shot the cop doesn't run away in the show, but here he runs away after shooting. Sakura also to me looks more dead in a way when she looks at her reflection? Tons of things I could go over here, and honestly i'm quite curious.
