imo this should have replaced opening 24. Opening 24 is good, but it seems like this does what the real opening 4 was going for but way better. The real opening 25 can stay because the point of opening 25 was to be a happy and conclusive opening to end the arc. Having a badass opening like this as opening 25 when the arc was about to end wouldn't make sense.
