Non-essential and non-urgent outings applies to “appointments that are not crucial right now”.（不要・不急の外出とは、「今、とても必要な用事ではない」ということです）
You do not have to refrain from necessary outings, such as going to the hospital, going shopping for groceries, and commuting to work or to school.（通院や、食料品の買い出し、出勤など、生活のために必要な外出はしてください）
However, please refrain from appointments other than those listed above.(しかしそれ以外の用事は、控えてください)
Furthermore, special closures of public facilities will continue.(また、公共施設の臨時休館は継続いたします)
