Beauty Care Naturals on Revolve (I think they ship internationally) have a brown mascara! I haven't tried the brown yet but I have used the black version and it doesn't smudge and it's also cruelty free.
Garnier is now cruelty free and is trying to be transparent about it too. Idk if they’re vegan or not though, but hey ho, it’s a start for a big brand! For the brown mascara you didn’t like, you could use it as a ‘liquid eyeliner’ with an eye brush by swiping some mascara on the brush and drawing the eyeliner on your lids. If it sticks to your lashes, it should stick on your lids too??

I believe the dr. bronner's soaps are very concentrated and the brand actually says to dilute it for most uses
Edit: I'm not sure if you can get covergirl where you live but they are cruelty free and my favorite brown mascara is from them, they make a brown version of pretty much all their mascaras

my absolute favourite brown mascara is the nude my nature Australian brand I'm not sure were you may buy it but it comes in a beautiful rose gold metal packaging <3
