While the US government is gridlocked, China is showing the world the superiority of central planning to react and provide global solutions, over the inefficient American laissez faire neoliberal "free-market" system. China certainly has many issues still, but their ability to identify, adapt, and act to address issues domestically and abroad is something to take note of. I can only assume that it is meeting russia's demands.
Hard to say what are these demands exactly, as russia knows perfectly well that these demands depend on the military success and objectives…
Though given their previous stances:
– neutrality
– demilitarisation
– Donbas' independence and sovereignity. (And this is key, as ideally they seek same fate as crimea for that region; this time it will be harder given what has happened… But putin's russia has a great record at faking elections and using all sorts of illegal means to achieve its goals).
– admission that crimea is russian.

Now, why russia doesnt really takes their Peace talk seriously, takes people of mariupol as hostages, uses terror, forceably evacuates civillians to their theritory, and so on?
Cause their military objectives havent been met and they use every leverage they can instead. Like a terrorist state that they are.
Until their military goals are met, or are succesfully repelled by ukra8nians – all this mythical "Peace" as defined by russia is not an option.
From ukrainian perspective they dont want the agressor to be rewarded. In order to do so, they have to prohibit russian from achieving their military goals. Russia knows only strenght.
