I have the pc version but i don't have the dlc for it will i need to buy the dlc to get the free upgrade?

Now I hear this is free for all steam users who already have the first game but what about console users? I have all the games on my Xbox. Really don’t want to spend 30-40 on another remaster

Ive been waiting to play this for sooooo long. We had the disc on xbox 360 but my cousin older brother needed the HDMI and moved the xbox then it couldn't read the disc
