If I were to sum up the dragon transformation for each game, it would be as follows.
1: Hairy Argonian with spicy breath
2: Dripped out dragon knight
3: Anorexic goat man with spicy breath… plus astral projections.
Why the ugliest dragon transformation had to have the most fleshed out mechanics I do not know lol

The moment I heard him say, how do you get dragon scales, I knew he's in it for a rough time.
Considering the only two ways you can get them is via pvp or killing the dragon knight dudes that protect the big dragon, it's probably not possible to upgrade the damn thing.
Apologies if you already tried all of these, but it's a 3.5 hour video. I would try Dragon Roar (torso stone), Unleash Magic, and the trading with the crows to get the Channeler's Trident. In addition to the possible damage buff of Dragon Roar, it also stuns so it would open them up to getting attack. Brightbugs may affect it, even if you don't like them.
DEX doesn't speed up spellcasting in DS2; ATT, FTH, and INT does. INT and FTH also increases fire damage AR, so it is possible it may increase the fire damage.
Since it's triggered by an item, perhaps more Agility would speed up the wind-up to the breathing fire animation similar to how it speeds up life gems and estus chugs.
edit 2:
Engraved Gauntlets would perhaps have a chance to turn a tick of damage into a critical hit for +50% damage (depending on how they classified the attack type)?

And I think you said you already tried the Red Tearstone ring, or had read it didn't work?

If it is physical damage, perhaps Whisper of Despair would also increase the damage by lowering their defense for 60 seconds. Also if physical damage, Sacred Oath might work as well.
