Where did you confirm where spectro characters applies spectro frazzle? I've never seen it before applied on enemies. also curious when it is specificly applied or thats its going to be a phoebe only thing in the future for example
Pretty sure Spectro Rover is getting some kind of upgrade in the future from Wuthering Waves Leaks subreddit, I remember seeing something related to them. New/upgraded animations I believe?
Spectro Frazzle is a new dot debuff that is applied only with specific attacks. Check Spectro Rover new buffed ultimate and forte, with the ultimate spectro rover inflicts 6 stacks of Spectro Frazzle while with the enchanced skill on the forte it also applies 2 stacks so tecnically speaking, no Jinshi cannot proc the effect since she doesn't debuff the enemy with Spectro Frazzle, other than the fact that she miss Jue but that's not a huge loss I guess.

tidebreaking courage could be designed for brant since the echo skill seems to give fusion dmg bonus?

I'd say for the new spectro sonata unless you don't have a crit weapon this is a good choice for increasing crit and for me 70% crit is enough
