I spent over two thousand hours to figure out that the thief you meet on the road reacts differently depending on whether you are a member of the Thieves Guild or a Nightingale. If you meet the thief while wearing Nightingale armor, instead of attempting to rob you, he will say a special line. There is another dialogue if you are wearing Thieves Guild armor during the encounter. In this case, the thief will not try to rob you but will give you 5 lockpicks right away. However, for some unknown reason, I couldn’t get this dialogue in the game, so I extracted it from the game files.

To get the dialogue you have to have no pick locks on you😅
You miss this just if you fast travel all the time or broke. There's no realistic way otherwise I see to miss this

I was doing the quest to repair the stuff with the staff of magnus and was confused when I had a random khajit helping. After we took care of everything he started walking away, but I was curious so I ran up to talk and only then did he try to mug me. I felt bad after he helped me out, but didn’t wanna give in so I think I either persuaded or intimidated and he walked away. Was my first interaction with a thief so was interesting.
