I've played both games, and while GTA 5 excels in terms of storyline and details, Watch Dogs 2 is impressive for its size at only 20-30GB to download. It's hard for me to decide which one is better because I love the hacker theme of Watch Dogs 2, and GTA 5 has great gameplay and story.
