Plot hole in Marvel's Spider-Man 2.
How did Kraven get his hands on Shocker, Electro and vulture. They were in the Rafe prison. He only got Scorpion and Mr negative because of a prison transfer. Kraven couldn't get in the Rafe. That why he said Sandman was lost to him and why he had to get Scorpion and Mr. Negative at the prison transfer. Also why didn't he go after the other super villains there.
Well here my theory. I think Kingpin was using his connections to sell the prisoners to Kraven for a hunt. All in attempt to make sure Kraven never kidnaps him in any future prison transfers. Selling each one of them at a time. So he first send him Vulture, then Electro and then Shocker. Who knows who would have been next? Dr. Ock, Hammmerhead, Screwball? The reason he couldn't immediately send Sandman is because Sandman too new. Kingpin doesn't have time setup the connections.
