Well Ive seen enough undertale red and yellow content before this short that doesnt take a lot to figure out the two characters were very similar, heck I honestly wonder knowing the pacifist ending of undertale red is cannon to the story, does that mean Martlet, Ceroba and the other monsters Clover knew, made it to the surface?

Guess I DO have to remind you that he shows a lot more awareness and smarts during calls when Sans and Undyne are not around, meaning he just plays the goofy role for the sake of his friends, mostly for Sans. As well as that, would an idiot be able to create these puzzles? Seriously, the hell are these cross-triangle-circle thingies he uses?! Whatever the case, they're some state-of-the-art material. Also, can we not forget what a figure of himself he forged out of SNOW, which is like some of the most IMPRACTICAL material for sculpting!? Again, no joke! Oh, and on top of all of this, he has quite the amount of control over his attacks, as he's the ONLY monster who manages to control if his attacks will kill you or not, which is quite a feat not even Toriel could accomplish no matter how she tried – plus, even Undyne says Papyrus is strong, just too kind for war.
The reason Toriel kills you but Papyrus doesnt is because even though they have the same goal of stopping your progress and staying with them, Papyrus has more control over his magic than Toriel since monsters move in battle to use magic because theyve not mastered it to its fullest. Papyrus. Doesnt. Move. An. Inch. So Toriel accidentally kills you while Papy knows he cant kill you if he holds back enough with his mastery over magic.
Considering that papyrus can make all these complex puzzles like the electric cage and the gauntlet of deadly terror and also make a rock formation look just like a bridge, I’d say he isn’t dumb, he’s just a bit goofy

Yes…but seeing how Ceroba tried to humor Starlo, it really gives me the vibe of Sans humoring Papyrus, except Sans is more supportive and loving

That proves papyrus as full control over his powers compared to everyone else… which means if he really wanted to he could kill em!
