Ziang Tan and Silent Basilisk are two easter egg locked characters in the Mother Base Staff Management (from iDroid 3.02) that you cannot dismiss in the game Metal Gear Solid V: The Phantom Pain. They also hang around in Waiting Room forever. Tan “Jackie” Ziang was the demo guy from the early MGS5 trailers. He is the prisoner you rescue in Side Op 61: Unlucky Dog 01. As for Silent Basilisk, he is the mute mujahideen from Mission 6: Where Do The Bees Sleep? Video shows all top 8 locked characters in your staff, and later shows you how to get rid of both Ziang Tan and Silent Basilisk using the Dispatch Missions feature. The other six characters are Hideo, Ocelot, Quiet, Huey, Miller, and Code Talker. If any one can find Eli in the Staff Management, please tell me!

Things I've learned from comment section and video: not many people uses the F key to auto asign soldiers, thats why they dont have silent bassilisk in any group, that or the people have to many s ranks on their team, not like me
I have no use for silent basilisk anymore unfortunately. Everyone in his best departments exceeds him in skill, so he got automatically moved to the waiting room. Since all the departments are fully upgraded and full of staff, he just sits there. I can't dismiss him because he is locked.

it's interesting so many ppl want to get rid of them, and konami decided to prevent us from removing them in any way, including sending them on missions.. why did they patch the game to stop us sending them on suicide missions :<
