The skill cards you got from the box were from the DLC you bought. More specifically, it's part of the Battle Bundle DLC. You probably just haven't checked the box since you unlocked Skill Cards during Madarame's Palace.

Akechi is not necessary wrong, yes, the Phantom Thieves are the same as the criminals in the way that neither of them are following the law. I still don't agree with him because i think that these type of people are a great menace and if police isn't making a good job, then they shouldn't be mad that someone is doing it, but i understand where he is coming from.
