I always thought that Monaca or Junko made Jataro put on the mask and said he was ugly to ruin his self esteem and make him easier to manipulate. Kind of like saying "You're ugly but I can tolerate that and no one else will"

Makoto’s FTEs with Toko do give some more development to the two actually becoming friends and it really shows here. Unfortunately, the main story of DR1 kinda failed to portray this growth since Toko was more of a joke character back then.

I would assume that towa city did not get the killing game broadcast or did not allow it to air since they were unaffected by the tragedy.
I like Mr Fujisaki tactfully avoiding any gendered language when talking about Chihiro.
28:30 as far as I can tell, Jartaro is supposed to be of mixed race (aka konketsu: 混血), or daburu: ダブル), explaining why his mom would say "you don't look like other kids," as mixed children tend to face pretty heavy discrimination , and why she was all around abusive to him (the implication being that there may not have been a father involved). So she made him where the mask and made him believe he was ugly to keep it on, and thus the irony that he was actually has a fairly beautiful face. Doesn't really work as well in english, as blond hair and blue eyes aren't as uncommon in english speaking countries , but I would hazard a guess that that was where they were going with it.
