In order to test just how OP Kiryu’s attack damage can become in the game, I played through the entire game on Legend NG+ with several key gear pieces, items and upgrades that nearly maxed out his attack potential. Along with this, I used a strategy of relying primarily on charge attacks, heat actions, picked up weapons, and the holy soda (the speedrun community put me on to that OP liquid). I also face Jo Amon multiple times in order to test how strong Kiryu is as well, both with and without weapons.

Kiryu can become overpowered and break the game just like Yakuza 0. I kept him at Attack Base State A Grade. Everything else Health, Defense and Heat got them upto S grade.
Having S tier Attack base stat makes the game too easy.
I had to limit break from getting Brawler God Battle skill. Which allows you to taunt max heat gauge with one taunt.
Got all battle skills except Weapon damage ones. And Heat Action Damage Levels, except them got all heat actions there is, I could get.
I personally don't recommend any weapons for Yakuza Kiwami 2, unless you use them to Block Sharp Blade attacks. Which is really important while fighting man in black.
You can get a battle skill which allows you to repair Weapons with durability left above 1. You can't repair broken weapons with that ability.
The rule, is to use a weapon till it's left and 1. Then holster it, then taking it out again restores durability back to max. You can't use that ability if you've used the weapon up completely.
Just get those infinity weapons from Kamiya Weapon dealer. He has a saber and Kali stick. Those have high damage stats and infinite durability. After completing the game at premium adventure, you can get the Dragon Tonfa and Dragon Gun which both have high damage stat plus Infinite durability.
The best gears for Kiwami are(and I did test them)-
Dragons Binding+Dragon God Amulet+Eye of the Dragon.
And
Parry Talisman+War God Talisman
(You'll need to do Bouncer missions till Pandemonium Easy level for all these mentioned gears except Eye of the Dragon which can be brought from the Dragon Palace weapon dealer.)
Getting attack over S tier just Breaks the game. Personally unlock all of Kiryu's Battle skill and Heat actions.
Have those specific Gear pieces and a few good weapons for only Heat actions only. And lotsa Drinks and Healing drinks. Bam! You set for success. Also, Parry is your best friend. Tiger drop is gonna be a bit hard to master.

If you asked me,This game become stupidly easy at the moment you got war god talisman from bouncer mission. You can just run and wait for heat to charge. Then,Goes “OWARA TSUKE ARU YO!” and go apeshit on them.
Yakuza 3,On the other hand,War god talisman make this game playable,Not easy…

and it was a complete nightmare, the bouncer missions were extremely crazy and had to rely on silly strategies in order to win
If i only knew about the existence of this soda….Also it's hilarious how people come to this video and complaints about the difficulty saying it's ''too easy'' you know, in a video that's supposed to have a Maxed Kiryu with OP stats, that would be like if i went to any JRPG video with Maxed characters and said ''woah this game is a complete joke''
