After Patch 1.06 in mid-November, 2015, Quiet will return to Mother Base if you succeed in capturing her a number of times on Mission 11 (Cloaked in Silence), and later you can deploy her as a buddy again. Previously, she was gone forever if you have finished Mission 45: A Quiet Exit.
