To be fair, there are a few things that aren't completely randomized so the game can be routed and completed in full, other than that, this is a very interesting challenge
Is this the PS2 or PS3 version of the game?

Should you have a 100% complete save file of the first ratchet and clank game, does that make the weapons returning from the first game (such as the tesla claw) free to purchase even if their randomized to not appear in the barlow gadgetron vendor, or does it mean every weapon that randomizes into the barlow gadgetron vendor (such as blitz gun) becomes free.
TDLR is the free weapons check related to Ratchet and Clank 1 save data tied to the returning weapons or the special vendor you get them from?
