To get that sugar to complete the export, you needed to click the PAUSE button on the title bar of the distillery window. (looks like ll )
Firing all the workers leaves the plant active (and hence demanding sugar input). Even if there was sugar at the docks, it will be kept for the distillery and NOT exported.
The only way to get goods to export is to either make sure there is NO demand for the goods by industry, or that you are producing so much of it, the industry input is flooded.
I usually set the Pirate Cove to raid for sugar (not an option with this raid mission) and even when that brings in 1000 units, none of it is exported if there is an active distillery.
For the second logging camp mission, do NOT look at where the trees are, but where the bright green fertility is. Placing it at the trees means they will be cut down and will NOT regrow quickly. Green fertility means they will replenish at maximum rate. Although you might need to kickstart it by "planting trees". Given that new "Reforestation" mandate, I am anticipating there will be an ongoing need to plant trees throughout the scenario.

You started making the same mistakes on the first run i did. Get the pirate cove and "research" Biggdrasil ASAP, it kinda changes everything since it unlocks most new buildings (next age, treehouses, new clinic and most important the new and best source of sugar: The bees. Building is small and right from the start if placed "near" to Biggdrasil and maxed run at 175% efficiency. They produce soooo much sugar, it is ridicolous! It is going to become your second main source of income. The first are books. Build coconut collectors and plant as many coconut trees around them as you can. You will drown in coconuts. Research the alternative production method for paper so you can produce paper out of coconuts. And allow export of paper as well as produce books. I am drowning in money just by selling books and paper to the crown, its hillarious (get some crocodile farms for the leather, soon you wont need leather anymore – only paper). Forget barracks, slap down the absolute minimum of them, the new barracks are treehouses! And get the gold mine up and running, it helps a lot during the early game until you get your paper production up and running. Once you have paper el presidente (literally) starts printing money.
