The reason I used a 10 degree interval scale that is demarcated “on-the-fives” is to make sure each point on the scale is far enough apart where we could expect to start seeing visual changes to the landscape, and to avoid having a temperature reading at 30 degrees. 30 degrees would be tricky because it’s right on the cusp of freezing/thawing, so you might expect to see snow or ice, but you also may not see snow or ice. It can rain at 30 degrees, especially if it’s sunny out, but it can also snow at 30 degrees. There’s just too much ambiguity!
We needed really clear and distinct measuring points. 25 degrees is a clear "frozen" temp. 35 is a clear "thawed" temp. The end.

Obviously most Skyrim cities are inspired by Finnoscandia, but I've long suspected Riften took at least some inspiration from Amsterdam.
Indeed quite a bit warmer than the real Nordics, lot of water around, canals in the city, that kind of stuff.
18 degrees seems a bit much as the estimate (considering how close it is to other colder places, and considering how the clothing is still thick and long-sleeved), but yeah 8~10 degrees definitely seems possible and would roughly align with Amsterdam.
(I'm not sure why you tried to place all cities within the US/Canada, to the point that you even considered Greenland to be too far away?)
