I say safe. His heal is on the bag first.its close enough to say tie, but runners get the tie.

Veteran umpire's say that if a play is so close that you can't tell, he's always out. When in doubt, call him out. Tie goes to the runner is grade school crap that does NOT appear anywhere in the rule book or case study materials.

Unfortunately umpires don't have slow-motion to make their calls however some would still make the wrong call!!
