I saw a comment about this (about there being no police in Wind Breaker) and it said that the city could be one of those places that the police have already abandoned due to the amount of gangs, fights and also because arresting them wouldn't work as well because some are minors (I believe they wouldn't be arrested)
but that's just a theory, but it makes sense to me
