The Zenitsu comparison is unfair to Stark as a character.
Stark doesn't need a split personality to make his behaviour make sense.

The dragon is an asshole that burned down villages, killed and ate people. Wouldn't feel too bad for it.
As for "wind spell", or telekinesis, sure, but it probably wouldn't work simply because the moment they start casting, the dragon will sense their mana and attack them anyway. It would take too long and the grimoire would end up getting destroyed. The rules around mana are explained later but that's pretty much the reason for why they have to kill it.
Having Fern launch a zoltraak at it was pretty trollish of Frieren, though. She had to know that wouldn't work.
1:19 “So Frieren can live for a 1000 years?” Not exactly… all we know at this point is that she has lived for over a thousand years… they haven’t established the lifespan of an elf yet.

You shouldn't feel bad for the Dragon. Yes, Frieren wants the grimoire, but Fern would insist on helping people, so regardless, they would take on the dragon. Dragons are wild predators; it's already attacked the town once, and will do so again. Don't feel bad for a monster that will kill humans; sometimes you just have to put down a dangerous creature, which in this world, there are a LOT of them.
Frieren like most Japanese fantasy is Tolkeinesque (J.R.R. Tolkein, author of The Lord of the Rings), so Elves are practically immortal. Freieren will live for a very, very long time, thousands of years.
