Because, Baro's awakening seemed a bit forced and they could have probably worked as a team like Naruhaya did. So I wonder if by ignoring him and forcing him to awaken was the right or the only choice they've had. If you think about it, you can't just force a person like Baro to work with you. So maybe, working in Baro's way would have been a better choice
