Probably they initially let him live a normal life hoping to he other clan will never find him. And if it continlike that thwy maybe might have let him lead a normal life. But since they found him, he needs to become a ninja at least to protect himself. Or somthing like that😂😂😂

Iga Clan of Kougi Village? Never heard of it. Must be a really weak Clan and Village. Try to allign your self with Konoha Village, your safety will be assured. They've got a lot of really powerful Clan. The most renowned one is The Uchiha Clan.
This is what I expect of my dreamed modern ninja anime: – Classic Iga – Kōga rivalry – No supernatural power bullsh*t (I expect some real-world supernaturalism like the use of Kuji-in, but I think it will be at the end of the show) – Modern stealth tech, even if it kinda lean to sci-fi – Mature storyline
and it didn't disappoint, well for the most of it. Why isn't anyone teach him the basics of ninjutsu in the first place? Is it because his mom wanted him to be the best normal person possible then sh*t happens that forced her to reveal the position of ninja clan head to him?
