This is a piano arrangement of a song from the 2000 anime series Argento Soma, with music by Katsuhisa Hattori (1936-2020). This number is quite uptempo in the original recording, but this attractive transcription by Sperion (see his website: http://bit.ly/1ajKL7G ) gives scope for rubato, and I do pull the tempo back as the piece progresses!
