Next episode is the final episode
It's understandable that they will not believe it until they see it. Firstly, only 20% of human population on their world has magic powers which are also divided from the countries and empires. They barely see anyone powerful unless people with position introduces them to public like the emperor etc.
Abel is basically the town's Main character, makes sense that they'd be jazzed for his return.
Who is to say there is only 1 'angel' that is tasked with sending souls from Earth to Phi? Even if "Michael (Fake)" hasn't sent anyone over in 10.000 years( Phi time presumably), it could be people sent in by others that influenced Phi with things from Earth.

It really makes sense he was there for 20 years when you look back at the point they went from him in a tracksuit or whatever to being basically a caveman because he couldn't make or repair his clothing.
