I think Nagumo might be disguised as Torres. When Shishibi met up with him at the ramen shop, one of them says "we" have to kill Uzuki. This, alongside Shishiba initially not wanting to involve Osaragi in the fight, suggests that Shishiba's plan to kill Uzuki involves both Nagumo and Shishiba. On top of this, Torres speaks in a way that is out of character for himself but in character for someone like Nagumo, with lines such as "yo" and "Dang. Freaky".
